David-Kamara

The Directorate of Telecommunications is headed by Mr. David L. Kamara, he is a native of Sierra Leone. As the head of the Directorate Mr. Kamara’s responsibility includes coordinating and supervising the implementation of all approved activities in the Directorate of Telecommunications and performance of other tasks as may be assigned by the President of the Commission or Commissioner of Telecommunications and Information Technology..

The Director obtained Master of Science (M. Sc.) in Electrical Power System Engineering from University of Manchester Institute of Science and Technology in 1975. Prior to his M.SC, Mr. Kamara had obtained a Bachelor of Science (B. Sc.) in Electrical Engineering from the same university in 1974.

He is also a holder of Certificate in Hydro-Power Development and Management from University of Denver, 1982 and a Certificate in Project Development, Implementation and Management from University of Sierra Leone in 1996

The Director’s field of expertise include, Electrical Power Systems Development, Regional Integration, Cross-Country Infrastructure Project Conception, Preparation and Implementation as well as Management and co-ordination of Multi-Country Infrastructure Projects.

Prior to his appointment as the Director of Telecommunications in February 2014, Mr. Kamara held some p positions in ECOWAS, including, Director, Infrastructure & Industry and Director, Transport & Telecommunications.

He has also served as Lecturer in Electrical Power Systems University of Sierra Leone, Program Officer (Energy, Transport & Telecommunications), Economic Affairs Division, Mano River Union Secretariat and UNDP Consultant/Technical Adviser, Ministry of Energy & Power, Sierra Leone.
