Dr. Raphael KOFFI has more than 25 years’ experience within the ICT sector. He has been the Head of Telecommunication/ICT Division at the Economic Community of West African States (ECOWAS) Commission since 2006. His responsibilities include the coordination and follow up of the deployment of the ECOWAS regional broadband network and the establishment of a single liberalized ICT market in West Africa. To this end he is in charge of the harmonization of policies and regulatory framework by producing regional Legal & Technical Texts to provide an enabling environment to stimulate the growth of the Telecom/ICT Industry, encourage and control the use of ICT and to ensure security in the use of ICT including the fight against Cybercrime. He is also engaged in promoting the development of the Internet within the Region. Prior to this position, He served as the NEPAD Telecommunication Adviser to the Deputy Executive Secretary for Integration Programmes of the ECOWAS Secretariat from 2004 to 2006.
He is regularly chosen as a moderator, speaker or panellist at regional and international conferences. He also has a long experience in Telecommunication/ICT sector in both the public and private sectors. Prior to joining ECOWAS, he was project manager and Technical Director with a Telco specialized in Very Small Aperture Terminal (VSAT), mobile and fiber optic networks deployment.
He holds many certificates within the ICT domain such as ICT Regulation, Cybersecurity, Internet and fighting Spam, Internet Governance, Strategic Planning, e-commerce, Broadband Wireless, Scarce Resources, etc.
Dr KOFFI has been Professor at the University of Félix Houphouet Boigny in Côte d’Ivoire and associate professor at the “Ecole Nationale Superieure des Télécommunications de Bretagne (ENSTBr)” in France and holds a PhD degree in Electronics.
