Dr. Zouli BONKOUNGOU is the Commissioner for Telecommunications and Information Technologies for the ECOWAS Community.

He is born on 31 December 1953, holds a PhD in Electronics and Radiocommunications of University of Grenoble, France and M.Sc in Physics of University of Franche Comté, Besançon, France. He writes and speaks French fluently and is good in English.

In Burkina Faso, Mr Bonkoungou held several positions including planning and operation of Telecommunications/ICT networks and management at top level of the Office National des Telecommunications the Burkina Faso Telecom Operator. He chaired the Board of Directors the Telecommunications Regulatory Authority of Burkina Faso. He also represented Burkina Faso in several studies groups, and international conferences organized by ITU, Intelsat, WAMU, ECOWAS and has been respectively Expert Advisor and Chairman of the Board of Directors of the Regional African Satellite Communications Organization (RASCOM).

For more than 10 Years, Dr BONKOUNGOU is working as an Expert, Advisor on Telecoms & ICT in the Department of Infrastructure and Energy of the African Union Commission (AUC), Addis Ababa, Ethiopia. In AUC, he led and participated in the implementation of projects and initiates for development of Telecoms and ICT in Africa including policy and infrastructure, the Programme for Infrastructure Development in Africa (PIDA) with AfDB and NEPAD, the Pan African for the provision of Tele Medicine, Tele Education and diplomatic Communications services to the African Union Member States, the AUC Strategic Plans and the AU Agenda 2063.
