RESPONSIBILITIES OF TELECOMMUNICATIONS DIRECTORATE

The mandate of the Telecommunication directorate is to facilitate and enhance and modernize Postal sector as well as telecommunication/ICT development in its Member States and the Region, and to provide reliable and affordable Postal and ICT services for All Citizens.
Responsibilities:
1. To develop and implement the regional policy on Postal service and Telecommunications/ICT in harmony with the needs of Member States taking into account, wherever practicable, action plans and future directions for the sector defined by International Organizations involved in the sectors, namely the African Union (AU), the International Telecommunication Union (ITU), African Telecommunications Union (ATU) and Universal Postal Union (UPU)
2. To initiate and coordinate the elaboration and the adoption of Community legislation aimed at changing the legal, economic and security framework in which the Postal and Telecommunications/ICT activities are performed in the Community
3. To provide the necessary support to member states national regulatory bodies of Postal service and/or ICT and to groupings that they could operate with a view to promoting common regional infrastructure and interconnection, management of scarce resources, development and sharing of infrastructure, universal access/service, technological innovation, financial inclusion and cost reduction services to facilitate the effective introduction of a common regional Postal and Telecommunications/ICT market
